Congress Nagar division, which has been excluded from Nagpur franchisee area, has created history by becoming the first MSEDCL division to achieve zero arrears status. The distribution losses of the division at end of March 2011 were 9.8%, one of the lowest in the state. These figures indicate that Congress Nagar division is one of the best run and also that power consumers in this area are generally honest.
Outgoing executive engineer B Y Khandait, who handed over the charge on Thursday, said the target for the division was Rs 15 crore. "This means we have to collect Rs 50 lakh every day. The arrears at the end of 2010-11 was Rs 23 lakh, which means it was less than 0.5 (or half of a day's revenue collection). Any figure below 0.5 is rounded off to zero and hence we have achieved zero arrears status."
Congress Nagar division has been one of the top performers in the state consistently as far as losses and arrears are concerned. The arrears of the division were earlier around one-day mark (equivalent to a day's revenue collection) and losses were around 10 to 11%. Congress Nagar's competitors are Shivaji Nagar and Kothrud divisions of Pune, Nerul (Navi Mumbai), Alibagh (Raigad) and Ichalkaranji and Kolhapur (both Kolhapur district).
In November 2010, the DCL - an indicator of losses and collection efficiency (hence arrears) - of Congress Nagar division was 12%. Ichalkaranji topped in the state with 8% while Alibagh was second with 10%.
Meanwhile, Nagpur superintending engineer M S Kele told TOI that Nagpur urban circle (NUC) - comprising Congress Nagar, MIDC, Gandhibagh, Civil Lines and Mahal divisions - had the lowest arrears in 2010-11 at three days. The amount is Rs 5.75 crore. The arrears in 2007-08 were 16 days, in 2008-09 nine days, in 2009-10 five days, he added. The collection efficiency of NUC was the highest in the state in 2009-10.
MSEDCL staffers have questioned the appointment of franchisee in Nagpur when the company was steadily reducing the losses and arrears.
