NAGPUR DEVELOPMENT ? Over a lakh in Nagpur have no toilet
Nagpur ranked 239 th in national sanitation survey last year thanks to poor sanitary conditions. The city scored only 33 marks out of 150. Nothing has happened this year to indicate things have improved.
Out of a population of about 25 lakh, still over a lakh of people (1,09,475, to be precise, or close to 4%) do not have proper toilet facilities. Of these 35,895 from 7179 households, mostly from slum areas, are resorting to defecation in open grounds, roadsides, or nullahs. Another 73,580 from 7587 households use community toilets, according to figures in City Sanitation Plan (CSP) prepared by Nagpur Municipal Corporation's health department (sanitation) recently.
The city has in all 5,24,982 households out of which 5,10,266 households (97%) have individual toilet facilities. The CSP has said that to rid the city of open defecation menace, at least 4882 more individual toilets were needed. Besides, city also needed 307 new Sulabh toilets and about 800 existing public toilets needed to be revived and made functional. Besides 200 more urinals ought to be built.
This entails an expenditure of Rs 22 crore on infrastructure and Rs 10 crore on maintenance. The CSP states that in city many community toilets were dilapidated.
Renowned town planner Pradyumna Sahasrabhojanee said, "It's not good. NMC should follow state government directives that asked municipal corporation and local bodies to stop open defecation in cities. NMC should study and record areas where open defecation takes place and construct Sulabh toilets but with affordable rates for the poor. Also a proper sanitation and sewage network is needed."
There are around 1600 community toilets in city and some are as old as 30 years. Sahasrabhojanee suggested civic body must reconstruct 50% of the seats immediately and concentrate on their operation and proper maintenance.
A senior NMC official informed that NMC health department started work on preparing CSP in November 2010 with baseline data collection. Sanitary Inspectors and junior engineers collected information regarding water supply, solid waste management, storm water drainage, open defecation, public toilets, sulabh toilets, public urinals etc. While collecting baseline data a special emphasis was given on toilets/urinals and their availability, individually as well as publicly.
The official said open defecation was more commonly seen in areas like like Garib Nawaz Nagar, Dhammadeep Nagar, Vandevi Nagar, Jaripatka Ring Road, Mangalwari bazaar, Indora Maidan etc in Asi Nagar zone. Even in Laxminagar (Vaishali Nagar-Chinchbhuvan), Dharampeth (Balaji Mandir Road and Kabrastan road), Lakadganj (Dipty Signal, Bhandewadi, Kalamna, Wanjara) and Mangalwari (Makar Dhokda, Martin Nagar, Pili River) there were people without toilet facilities. In zones like Nehru Nagar, Gandhibagh, and Satranjipura proper toilet facilities exist for most people.
NMC has now come up with a policy of providing individual toilet facility rather than 'community or public' facility. It is suggested to construct either individual toilets or 'Sulabh type model'. This will assure long term sustenance and effective "operation and maintenance". NMC has already started demolishing community toilets at number of places and making individual ones. These are provided through funds of corporators in each ward depending on the demand from households, the official added.
For the unserved floating population, NMC has started construction of larger sulabh type toilets of 16 to 20 seats as per availability of space at strategic locations within markets, commercial establishments, bus stations or other crowded areas, he informed.
