Even though state government has suspended twenty-four PWD engineers for their alleged involvement in Rs 119.54 crore scam, it sought two weeks time from Nagpur high court on Wednesday to submit an action taken report (ATR). Nagpur Contractor Association (NCA) had filed a public interest litigation (PIL) alleging massive irregularities in Division I of Nagpur PWD.
Government on Tuesday had suspended 24 engineers including two executive engineers, five deputy engineers and seventeen junior engineers, who are or had worked in PWD Nagpur's Division I in 2006-07, 2007-08 and 2008-09. This division is entrusted with maintenance of all state government buildings in the city.
The NCA claimed that the accused in nexus with some select contractors had executed many works only on paper. It has alleged that one of the beneficiaries of the irregularities committed by PWD officials was M/s Ankit Constructions (run by NIT trustee Kishor Kanhere).
The petitioner pointed out that Division I spent Rs 14.90 crore in renovation of Ravi Bhavan in three years and Rs 14.83 crore on MLA Hostel during this period. It claimed that PWD could have constructed these buildings with such a huge amount.
As per norms junior engineer should maintain measurement books, which should then be checked by deputy engineers. However, in many cases books were not maintained, NCA charged. Most of the fictitious tenders were issued for maintenance of CM's residence Ramgiri, DCM's residence Deogiri and ministers' cottages in Ravi Bhavan.
As per norms, tender notices for works of over Rs 5 lakh have to be uploaded on PWD's website. The tender also has to be published in a state-level newspaper. NCA alleged that to bypass this requirement a single work was broken up into small tenders.
NCA charged in the petition that 41 separate contracts totalling Rs 2 crore were awarded before the winter session of 2008. Of these 41 works, 37 were awarded to Ankit Constructions and D C Gurubaxani Ltd.
The petitioner stated that every year huge amounts were spent on laying of concrete paving blocks in Ravi Bhavan. PWD gets it done through more than one tender. If the surface area to be maintained as per various tenders was summed then it was found that it was more than the total surface area, NCA alleged.
