Rohit Dange, a resident of Deolapar village, some 65 km from Nagpur on National Highway 7, was overjoyed after he cleared his driving test conducted by Regional Transport Office in Ramtek tehsil in March this year. The RTO officials told Dange he would get his licence within four days and was asked to collect it from the RTO office in Lalgodam in Nagpur. When he approached the office in city, he was asked to come later as the licence was not ready. Since then, he has visited the office at least eight times but is yet to get his driving licence.
Another Tekadi village resident Suresh Kulmethe also cleared the driving test conducted in Saoner in early April 2011. He too has not received the licence. It is the story that is repeated for several other villagers from all over the district.
Through such camps, RTO gives learners' and permanent driving licences to the motorists in rural areas in 13 tehsils of the district. At present a similar camp is being organized at Butibori. The learners' licences are supposed issued the same day or the next day. However, the RTO officials give slips or tokens to applicants who clear the driving tests for permanent licences. Applicants are supposed visit the RTO office on any working day, according to the token number, and collect the licence within four days. The system is just not working.
Rural RTO Prabhakar Bhalerao admitted to delay in issue of driving licences to the beneficiaries of the camps. He, however, only assured to look into the matter and did not explain why the delay was taking place.
Prakash Wanjari, a social activist and a resident of Ramtek, ridiculed the working culture of RTO. He asked, "What is the point of conducting camps when they fail to deliver licences in time? In fact, the purpose behind the initiative is to check the tendency among people to blatantly flout the norms though they are entitled to secure licence. Also, the idea is to help rural folks get licence in a hassle-free manner."
Eventually, it was to help check the menace of touts or agents who, in spite of all stated difficulties of RTO, are able to have licences made in a jiffy.
