NAGPUR: Dr Babasaheb Ambedkar International Airport at Nagpur is 'international' only for the record, with only one flight operating to foreign shores from here in the last two years. However, if officials of Mihan India Limited (MIL), the airport operator company, are to be believed, Nagpur may soon be connected again with international destinations like Singapore, Bangkok and Malaysia.
Along with this, Air India Express may resume international flight between Dubai and Nagpur. This route will be serviced by a flight on the Mumbai-Nagpur-Ahmedabad-Dubai sector. "The airline discontinued its service in January last year, but has now started putting in place plans to resume services from Nagpur," sources at the airport informed.
MIL officials have recently approached and requested Air Asia, world's largest international low cost airline, to start flights for designations like Singapore, Bangkok and Malaysia. A senior MIL official confirmed the offer extended to Air Asia officials to get all international facilities at Nagpur airport.
The Nagpur airport had achieved its aviation high some two years ago, with flights to four international destinations Qatar Airways to Doha, Air India Express to Dubai, Air India on Hyderabad-Nagpur-Bangkok sector and Air Arabia for Sharjah.
However, international connectivity went down fast, with private airline Qatar Airways discontinuing its Doha operations first. Then, Air India suspended operations on Hyderabad-Nagpur-Bangkok sector and Air India Express too discontinued the Dubai operations some time back. Presently, Air Arabia to Sharjah is the only international flight operated from the city.
An MIL official said requesting anonymity, "It was a wrong decision or a decision forced by the then civil aviation minister Praful Patel on Qatar Airways and Air India, mandating full fare flights on flights to Doha and Bangkok."
Though officials of both airlines said the reason to discontinue the flights were 'operational', sources confirmed that poor load factor, especially for full fare flights from the city and nearby cities, had forced the airlines to discontinue the flight.
An aviation industry expert said, "Initially, the flights received tremendous response from passengers as it attracted nearly 80% passengers from neighbouring states like Andhra Pradesh, Chhattisgarh and Madhya Pradesh. It was convenient for these passengers to take a low-cost domestic flight or even travel by bus/train to Nagpur and board the flight to Dubai and Sharjah."
Air India flight to Bangkok was also operating at full load factor as it got passenger from both Hyderabad and Nagpur.

RTO office soon at east Nagpur
NAGPUR: The state government has finally approved the long-pending proposal of a deputy regional transport office (Dy RTO) office in east Nagpur. The government issued an order to this effect on August 24.For the new office, 35 new posts have been sanctioned, including one each of deputy RTO and assistant RTO, four posts of motor vehicle inspectors and three of assistant motor vehicle inspectors.
The transport department was planning one more regional transport office in the city to cater to the growing vehicular population. The proposal was mooted for the convenience of people and to ease congestion at the transport department office.
Talking to TOI, RTO Vijay Lande said that the vacant bus depot land in Small Factory area on Old Bhandara Road has been proposed for new office. The state government has sanctioned Rs 54.98 lakh which will be allocated in winter session of state assembly at Nagpur for the said project. Geographically, the eastern side of the railway line that passes through city will be the jurisdiction of new transport office.
The city RTO deals with over 11 lakh vehicles as on date. Close to 400 vehicles a day are added to the city streets every day, said Lande. He further said that the RTO issues 150 permits to goods and passenger carrier vehicles, 300 permanent driving licences, 400 learners licences and 10 international driving licences per day.
Lande said, "With the new office, getting a learners licence, permanent licence and other RTO related work will become easier for east Nagpurians. A computerized test facility will also be set up."
For the computerization, the state government has earmarked Rs 2.46 crore for the project, implementation of which has already begun in 14 RTOs including Mumbai Central, Andheri, Thane, Kalyan, Ratnagiri, Sindhudurg, Raigad and some others. It will be expanded to 10 more RTOs including Nagpur and east Nagpur.
East Nagpur MLA Krishna Khopde was pursuing the matter since last two years. He had raised the issue through a call attention motion in the state assembly on March 29, 2010. Initiating action on the long pending proposal, state government has sanctioned two such offices in state, one at east Nagpur and another in chief minister Prithviraj Chavan's constituency Karad in Satara district.
Talking to TOI, Khopde said, "The present RTO office was set up in the city when population was around 3 lakh. Now the city's population has crossed almost 25 lakh and vehicles has crossed the figure of 10 lakh. The present RTO office was falling short of catering to the needs of people. Hopefully, the new office will ease some of that pressure."

In April 2007, J.N. Patel, a Bombay high court judge, struck a deal with Mumbai-based Hogwood Commercial Developers, the real estate arm of Provogue India Ltd, to sell 44 acres of land owned by his family on the outskirts of Nagpur for Rs. crore.
The deal was reported widely, signalling Nagpur’s transformation from a sleepy provincial town to a city alive with commercial promise.
More land deals in and around the zero-mile city, so-called because it’s located in the geographic centre of the subcontinental land mass, took place in quick succession, anticipating that the proposed multinodal international cargo hub at Nagpur (Mihan) would transform the economic landscape of the Vidarbha region, infamous for farmers’ suicides.
But delays in the implementation of the project seem to have put a halt to the rise in property prices.
Sprawling across 4,354 ha (hectares), Mihan envisages an international passenger and cargo hub, a multi-product special economic zone (SEZ) and various industries that will seek to take advantage of commerce that is likely to be generated by a transport centre.
Ahead of the last general elections in 2009, three political leaders sought to take credit for bringing the project to the orange city.
They were then civil aviation minister Praful Patel, Bharatiya Janata Party (BJP) national president Nitin Gadkari and Union minister and member of Parliament (MP) from Nagpur, Vilas Muttemwar, of the Congress party.
Maharashtra’s economic survey for 2010-11 even said that the project would attract $20 billion (around Rs. 90,000 crore) investment over the next five years and create 120,000 lakh direct jobs with around 300,000 lakh being employed indirectly.
The project is being developed by Mihan India Pvt. Ltd (Mihan-IPL), a joint venture of the government of India-owned Airport Authority of India (AAI) and Maharashtra government-owned Maharashtra Airport Development Co. Ltd (MADC).
At least 50 companies, including American aircraft manufacturer Boeing Co.’s local unit Boeing India, Mahindra Satyam, HCL Technologies Ltd, DLF Ltd and Tata Consultancy Services Ltd bought 700ha of land in the proposed SEZ. None of the companies has started work at their sites yet. Boeing India president Dinesh Keskar said the MRO facility was on track and would be ready by December with two hangars for repairing planes.
The aircraft manufacturer has committed to investing $100 million to develop the MRO facility for Air India, which is buying 68 planes from Boeing. At this juncture, the company won’t (be) able to offer any timeline regarding starting operations at Nagpur,” said an HCL spokesperson.
The other companies mentioned above didn’t respond to queries about their plans.
Shapoorji Pallonji and Co. Ltd started building a software park but has stopped work and closed its site office. The company didn’t respond to requests for comment.
Boeing was to set up its maintenance, repair and overhaul (MRO) base to cater to planes of airlines in south and southeast Asia but work has not yet begun at the site.
U.P.S. Madan, MADC vice-chairman and managing director, is optimistic. “The SEZ project did not take off as many companies put their expansion plans on hold following the 2008 crisis but I have met the firms recently and they are still keen on the project,” he said.
The airport project needs 150 acres of land for which Madan is negotiating with farmers.
“We need to invest hugely in the airport project and the lease rental received from companies in the SEZ will come in handy,” he said. “We plan to aggressively market the SEZ.”
Vilas Kale, president of local industry body, the Vidarbha Economic Development Council, has been pushing the state government to market the project. “The government must expedite the process to build the international airport,” he said.
Muttemwar, the local MP, blamed the state government and civil aviation ministry for the delay. “The feasibility report of the project was received by the state government in 2002 and it appointed MADC as a nodal agency but the civil aviation ministry took six years to transfer the Nagpur airport to the joint venture,” he said.
Former aviation minister Patel said the state government was responsible. “The airport was handed over to Mihan-IPL three years ago but the state government did not take any initiative to start it.” He also said that it was his persuasion that led Boeing to locate the MRO facility in Nagpur in order to make the international airport project viable.
As civil aviation minister, Patel would have been in a position to influence Boeing at a time when the US plane maker was negotiating to sell planes to state-run Air India. Mihan isn’t facing much resistance over land acquisition with farmers quite willing to sell provided they are compensated at the market rate. Out of 4354ha. of land required, nearly 3500 ha. is already in Mihan-IPL’s possession.
“We will not give up possession till we are adequately compensated for the project,” said Baba Daware, a farmer from Shivangaon village. Justice Patel’s family sold the land at Rs. 2.38 crore per acre. Daware wants at least half that rate but the government is not willing to offer more than 5%. Elected representatives from Nagpur had initiated a dialogue between farmers and the state government and reached an agreement on the compensation package in 2008 but the government has not implemented it as yet, said local Member of the Legislative Assembly Devendra Fadnvis.
With the Mihan project yet to make headway, property prices have stalled after having risen in Nagpur and its neighbourhood.
Stamp duty collections show the trend in transactions over the years. According to the office of the inspector general of stamp duty and registration this amounted to Rs. 227.11 crore from 82,437 property transactions in fiscal 2010. In fiscal 2011, Rs. 297.47 crore was collected as stamp duty from 94,185 deals. In the quarter to June, Rs. 79.62 crore was collected in stamp duty from 24,646 transactions.
Higher government salaries after the implementation of the Sixth Pay Commission’s recommendations and new employment opportunities at the Buttibori industrial estate were responsible for the rise in prices, said Anshuman Sahstrabhojani, a Nagpur-based builder.
The rise in property prices has halted for the time being and many Mumbai and Nagpur-based builders, who bought large land parcels on the outskirts of the city, have put their plans on hold till the Mihan project shows some progress, he said.
The boom has also led to some of the constructions coming under a cloud, according to Anil Wadpalliwar, a social activist.
He’s filed a public interest litigation saying that at least 3,500 unauthorized flats outside Nagpur Municipal Corporation limits have been built with no water supply, sewage disposal system or access roads and should be demolished. The Nagpur bench of the Bombay high court has asked the district collector to conduct an inquiry into the matter and submit a report to the court.

Google's +1 finally useful for sharing content
Since launching in June Google’s +1 button has been integrated on more than a million sites around the web and garners more than 4 billion views per day, but up until now there has been little incentive for users to click on Google’s answer to the Facebook “Like” button. Google has
decided to make the +1 button more useful by adding several new features that will appeal to Google+ users and and web publishers alike.
The +1 button has been given “sharing” and “+snippets” functionality, meaning that users can easily comment on, share and post about web content they “+1” with their Google+ circles.
“Clicking the +1 button is a great way to highlight content for others when they search on Google,” explained Google Senior Vice President of Engineering Vic Gundotra. “But sometimes you want to start a conversation right away at least with certain groups of friends. So beginning today, we're making it easy for Google+ users to share webpages with their circles, directly from the +1 button. Just +1 a page as usual and look for the new "Share on Google+" option. From there you can comment, choose a circle and share.”

Apple took the Korean electronics maker to court to stop Samsung selling its 10.1-inch tablet in Australia, claiming the device breaches patents related to Apple's iPad.
Samsung and Apple are engaged in legal disputes around the globe, including in South Korea, Germany and Japan. Apple fired the first shot in the U.S. in April by filing a patent complaint against Samsung, claiming the electronics company "slavishly" copied its iPad and iPhone.
"Following today's hearing in the Federal Court of Australia, Samsung has agreed to delay the launch of the Galaxy Tab 10.1 pending the court's decision in the week commencing September 26, 2011," Samsung said in a statement.
But the company added: "It should be noted that the court has not issued an injunction against the sale of the Galaxy Tab 10.1, and the court did not make any ruling during today's hearing."

Samsung to introduce mobile messaging service in October
Samsung Electronics is all set to enter the mobile instant messaging service competition, with the launch of ChatON. Beginning from October, ChatON will come pre-installed on Samsung's smartphones, as well as its other feature phones. Samsung's smartphone users who wish to use ChatON services should have smartphones featuring Samsung's own Bada OS or Google's Android software.

Unlike the iPod and music, where Apple has a commanding position, the battle to rule online video remains wide open and the company faces fierce competition.

Libyan Rebels Advance on Sirte Amid Protests
Libyan rebels pushed toward Muammar Qaddafi’s hometown of Sirte amid protests over the National Transitional Council’s planned appointment of former members of his security forces.
As anti-Qaddafi forces waited for the North Atlantic Treaty Organization to bomb Scud missile sites so they can move toward Sirte, about 500 protesters in the rebel-held city of Misrata yesterday chanted the “blood of the martyrs” would be betrayed by the expected appointment of former army general Albarrani Shkal as head of security in the capital, Tripoli.
“Shkal is with Qaddafi,” said the president of Misrata Council, Sheikh Khalifa Zuwawi. “Not long ago he was using troops to shell people in Misrata.”
The rebels have been trying to find Qaddafi and his closest aides, consolidate their gains and bring stability to the North African nation since entering Tripoli last week. Abdel-Baset al- Megrahi, who was convicted of the 1988 Lockerbie bombing, was found lying in comatose state close to death in his Tripoli home, CNN reported.
The rebels will need about 10 days to capture Sirte “if negotiations fail to enter the town without fight,” Colonel Salim Miftah, one of the rebel commanders, told Al-Jazeera. “Our main goal is liberation not blood.”
Sirte is a haven for Qaddafi loyalists, according to the rebel command and NATO. His chief spokesman, Moussa Ibrahim, told the Associated Press Aug. 27 that Qaddafi remains in Libya and wants to negotiate with the rebels to form a transitional government.

Rebel units pushed toward the town from east and west along the coastal highway yesterday, Commander Ali Ahmed of the rebel Sidra Brigade said in an interview.
The transitional council officially transferred its headquarters to Tripoli from Benghazi, in the east, on Aug. 24.
Al-Megrahi Deportation
The Libyan rebel government won’t deport al-Megrahi, its justice minister said, according to the Associated Press. U.S. Senator Charles Schumer, Democrat of New York, had encouraged the rebel council to hold al-Megrahi fully accountable for the bombing of Pan Am flight 103, which killed 270 people.
Justice Minister Mohammed al-Alagi told reporters in Tripoli that the request had “no meaning” because al-Megrahi had already been tried and convicted.
Al-Megrahi spent almost nine years in Scottish prison until he was released in 2009 for health reasons.
With Tripoli under their control, the rebel leaders were turning to domestic concerns including a water shortage and spread of disease.
The United Nations Children’s Fund said it expected to deliver more than 110,000 bottles of water to Tripoli by yesterday.
“We remain extremely concerned about the situation,” Christian Balslev-Olesen, head of the Unicef office in Libya, said. “This could turn into an unprecedented health epidemic.”
The opposition council claimed full control of Libya’s oil fields. Nouri Balroin, the head of the NTC’s oil production unit, said output will resume within three weeks, Al Jazeera reported yesterday.
Restoring Oil Flow
Oil experts will follow a three-stage plan to restore the flow of oil to 1.6 million barrels a day within 15 months, he said, according to the Qatar-based network. Ras Lanuf refinery is able to restart operations at any time, Al Arabiya reported, citing the director of the facility.
The conflict has all but halted oil exports from Libya, which has the largest proven reserves of any African country. Output dropped to 100,000 barrels a day in July, down from the 1.6 million barrels pumped before the uprising started.
Crude oil for October delivery rose 35 cents to settle at $85.72 a barrel on the New York Mercantile Exchange at 7:33 a.m. London time. Brent oil for October settlement dropped 11 cents to $111.125a barrel on the London-based ICE Futures Europe exchange.

TOKYO — Japan’s governing party on Monday elected Finance Minister Yoshihiko Noda to be its next leader, and thus the nation’s next prime minister, choosing a fiscal hawk who vowed to fix soaring national deficits while also healing paralyzing rifts within the party.Democratic Party lawmakers chose Mr. Noda over four rival candidates to replace the current prime minister, Naoto Kan, who failed to galvanize Japan after the devastating earthquake and nuclear accident in March. Mr. Noda is expected to win a vote in Parliament as early as Tuesday to formally become prime minister.
On Monday, Mr. Noda won the second and final vote by a tally of 215 to 177, defeating his last remaining rival, the trade minister, Banri Kaieda.
Mr. Noda has presented himself as a pro-business, fiscal conservative who would raise taxes and cut spending in order to rein in Japan’s huge national debt, which now totals twice the size of its economy. He said that Japan must join the European Union and the United States in rectifying spending imbalances in order to overcome the current instability in global financial markets.
“This is not just an election to choose the next president of the Democratic Party,” Mr. Noda told party lawmakers, “but also to choose a Japanese prime minister who will face a veritable national crisis of a strong yen and deflation, disaster recovery and reconstruction, a nuclear accident.”
In his victory speech, he also struck a tone of reconciliation within the party, which has been divided into camps for or against the party’s shadowy kingmaker, Ichiro Ozawa, who faces trial in a political funding scandal. Mr. Kaieda had supported Mr. Ozawa, while another candidate, Seiji Maehara, a former foreign minister, was against him.
Mr. Noda had avoided taking sides in the dispute, calling instead for the party to pull together to avoid the political paralysis that has hindered Japan’s response to its huge national problems.
“Let us end the politics of resentment,” Mr. Noda said. “Let’s make a more stable and reliable political leadership.”

Michael Moritz explained in his book 'Return to the Little Kingdom: Steve Jobs, the Creation of Apple, and how it Changed the World,' that how Jobs returned to Apple during the time when it had lost its leadership position in the technology industry, according to reports.
Moritz explained how Jobs, after being fired by Apple's board in favour of John Sculley, once of Pepsi Cola, a man who was a creature of convention, returned to the company when it had lost its creative zest.
"Many are familiar with the subsequent re-emergence of Apple. They may not be as familiar with the fact that it has few, if any parallels," Moritz wrote.
"When did a founder ever return to the company from which he had been rudely rejected to engineer a turnaround as complete and spectacular as Apple's? It is not too much of a stretch to say that Steve Jobs founded Apple not once but twice," he added.
Since 1997, Apple has sold over 200 million iPods, a billion iTunes songs, 26 million iPhones, and over 60 million computers.
The author further said that with Jobs's bouts of ill, and his recent decision to stand down as chief executive, the inevitable question for Apple is 'what comes next?'
"Who could compare with the man whose identity and face is so closely tied to the company? For Steve Jobs's business life deserves to be ranked among the greatest of any American, living or dead," he wrote.

But even if the culture and focus of Apple doesn't change, the man at the top has. Who is this man? And what kind of leader will he be for Apple?
A Beautifully Analytical Mind
A few years ago, Fortune profiled Cook, 50, as the most likely successor to Steve Jobs. He's a tireless worker, a brilliant corporate strategist, and a fitness nut. It's thanks mainly to Cook that Apple now has a tightly knit network of suppliers in Asia. One notable anecdote about Cook is that, as soon as he was tasked to fix Apple's supply problems, he called a meeting with his top people. He realized 30 minutes in that the company needed someone in China, looked directly at one of the team members and asked, "Why are you still here?" That person, Sabih Khan, left the building and got on the first flight to China, with no return date.
That get-it-done approach has clearly guided Cook over the last decade as Apple made massive changes (among them: getting into the mobile market, switching its MacBook microprocessors from IBM to Intel) and the company made it look easy. A lot of what Cook has done has allowed Apple to be very aggressive with iPad pricing, for example, leaving its tablet competitors with little room to stand out (kamikaze fire sales aside). Thanks to the company's enviable supply chain and its popular retail stores, Apple can sell them for (relatively) cheaply, while still reaping handsome profits.

Analysts have be talking to him during Apple earnings calls for years, and Cook has been handling all day-to-day CEO duties since January (and probably well before that), when Jobs first went on his most recent medical leave. When asked about what kind of CEO Cook will be, most analysts will give some variation of, "The company is in good hands," or if they're being more practical, "Buy." Goldman Sachs, in its report on the succession, said "Cook is the best possible person" for the job.
"There seems to be unanimity that he is an operational genius, he is an extremely effective manager and knows how to run the business extremely well," says Charles Golvin, an analyst with Forrester Research. "What he lacks—as does everyone else, to be honest—is Jobs' vision and product focus. So I expect that he will vest that responsibility with members of his leadership team."

The tech community is less familiar with Cook. He typically doesn't give, or even appear at, keynotes. He sat next to Jobs when the press grilled the Apple team about the iPhone 4 antenna issue last summer, but he was a forgettable presence. Cook handled the January launch announcement of the Verizon iPhone competently, though not with the same reality-distortion-field sermonizing that, love it or hate it, makes Jobs' appearances so memorable. He doesn't give interviews (Apple politely declined to make him available for this piece). Whether or not Cook takes center stage at the expected fall announcement of iPhone 5 will say a lot about his style as a CEO.
Even though Cook can't replace Jobs' presence, his words have a lot of clout. When asked about the iPad's competition in the market during an Apple earnings call in April, Cook called Android tablets "vapor"—alluding to the fact that no Android 3.0 Honeycomb tablets had appeared in the market at that point, despite a big showing in January at CES. The comment went viral. With a single word, Cook had aptly dismissed a promising rival with the casual superiority of someone who's in charge, and knows it.
Nonetheless, one of the most common things cited about Cook is that he's less emotional than Jobs, which appears to have served him well as an operations manager. His analytical mind was on full display to another ex-Apple employee, Michael Grothaus, who related a story about asking a Cook a question after an in-house presentation, which Cook answered with unexpected thoroughness. Grothaus describes him as, "one of those rare people who stop and think before speaking."
The Visionary Vacuum
While there's widespread confidence in Cook's ability to lead and execute, some are speculating that without Jobs' passion for product, he may not be able to achieve the same kind of industry-capsizing coups Jobs was known for. The future of Apple TV, for example, is highly dependent on deals with content providers, many of which Jobs spearheaded himself. (Rumor has it he made a surprise closed-door appearance during CES 2008 to personally appeal to NBC executives to return to iTunes. They did.) Although Cook is said to be a skilled negotiator, that kind of impassioned persuasion—the sharing of a vision—is something else.
"I like Tim Cook a lot, but I don't see him as that visionary guy," the anonymous Apple ex-employee said. "Someone within the organization will become the future visionary person. There are a lot of power struggles going on at Apple right now."
Of course, Jobs has said he'll continue to be involved in big decisions at Apple, and assuming that's not just talk, Cook has time to show the world he can effectively fill Jobs' sneaker-clad shoes, or hire someone else to take some of those walks. Ultimately, though, Cook must be prepared to endure the inevitable criticism and comparisons to Jobs when the next Apple screw-up comes.
"Given the extreme scrutiny of everything Apple does, I expect that any nit or perceived defect during [Cook's] reign will be attributed to Jobs' lack of input, whereas the same nit would have been ignored were Steve still in charge (think antennagate, MobileMe, the boom box product they made)," says Golvin.
Apple's product strategy for the next couple of years is no doubt in place, and in the short term, Cook's Apple will look very similar to Jobs'. Anyone hoping the transition could lead to Flash on iOS or less secrecy from Apple's Cupertino base can pretty much forget it.
Cook was just awarded a million shares or restricted Apple stock, worth almost $400 million, all but ensuring he'll stay in his role for the next ten years. That gives him a lot of time to shape the company, though Cook's mark on Apple is largely already made in its efficiency and market aggressiveness. In the coming months and years, though, Cook can't escape that he will now also be looked upon to inspire—both his own people and the buying public.
